    That question cannot be answered without knowing what you want to accomplish. It is like I want to go swimming in the water. We have no idea of your skill set, what you want to build and or trouble shoot. Your budget is less than 3 what? If $3 you could get a pad of paper and pencils. Much more information is needed.   • For starters, I would avoid the soldering iron, if possible. It's much easier to work with breadboards. Soldering (modern) electronics is a skill on its own. Commented Apr 9, 2021 at 5:47
