Your statement that this exists on Intel Macs led me to believe you needed Activation lock and not something that's new with Apple silicon only as an MDM command. Thank you very much for the clarifying comment. Your first link points to a page titled "Set a firmware password on your Mac" (which isn't exactly the same as a recovery lock). Apple explains on the same page that "For the equivalent level of security on a Mac with Apple silicon, simply turn on FileVault". If this doesn't work for you, please edit the question and describe the access protection problem you are trying to solve here.
