Since we'll display the heading level in the tree (see Bug 1588784), it would be nice to also display it in the accessibility highlighter the same way

Sounds like this and the change in bug 1588784 are worth to be mentioned at least in the dev release notes, once they land. So adding the dev-doc-needed flag.
