"a 32 bit number which can act as [...] a number." ... what an odd choice of phrasing. I wonder what the full context for that statement is. Maybe the author initially started to write "a seed or [something]", where "[something]" might have been "an initial value" or similar and that then got edited and chopped down to "a number" which no longer makes much sense in the final version.
