This is a follow-up to the investigation in https://gitlab.com/gitlab-org/gitlab/-/issues/386664. The company behind Authentiq has been shut down, and their services are unavailable. We should remove the `omniauth-authentiq` gem dependency. Since this is no longer functioning, I don't think it needs to go through the normal deprecation cycle.
