Deprecate and remove backup setting for custom `pg_schema`

In omnibus this configuration could be changed in `/etc/gitlab/gitlab.rb`: ```ruby gitlab_rails['backup_pg_schema'] = 'public' ``` In source, this could be changed in 'config/gitlab.yml': ```yaml production: backup: pg_schema: 'public' ``` While the configuration option existed for many years, it was never in fact used, so it had a no-op effect.
