If a comment is flagged, do moderators normally look at only the comment, or also the general context of the comment such as what the comment was replying to?

Could I get a mod's input on whether if flagging comments under one post, all comments should be flagged for-deletion if they are clearly incorporated into the post, or one flag at a post will result in your reading of the entire set of comments? Which one is more helpful?
