(and I'm only talking about what I can see as a non-privileged user years after the fact!) The clear purpose is to drag things way off topic in a way that will eventually invite people to share opinions that make others uncomfortable, while failing to advance the actual topic of the room. It's perhaps not rude, but it's more than off-topic: it's trolling.

That's how we resolve these things; there's no abstract measure of offense, it boils down to what the folks using the system find objectionable. On main, we renamed the flag to "rude or abusive", which is probably a bit easier to evaluate.
