This missed a great chance to say, "I read [this existing thread Y] and plan to do X about Y to effect Z. Hold me accountable if Z isn't achieved," & to do that for many iterations of XYZ. Instead we get a non-specific apology & lots of [again, pretty non-specific] management speak about goals & initiatives going forward.
