I'm one of the userusers that had the top bar set to non-sticky. I think one part that might not be obvious is just how irritating the sticky behaviour can be. This is more of a sub-conscious thing, but especially the transition when first scrolling down always draws my attention, like some annoying animated ad. I'm not sure how this will change with time, but this is the kind of setting that is probably a much bigger deal to the people that have it enabled that people that don't use it would expect.

Removing features that are rarely used because they add complexity is something I tend to do myself, so I can't fault you for the general idea there. But I think you underestimate the importance of this feature by only looking at the number of users, I'd bet that a large part of those are very active SE users.
