If it's indeed an important tool for identifying voting fraud, I'd say show mods a list of all the user's saved posts uncatogorized (and obviously without the private notes). In other words, similar to what we have now.

FWIW, mods can also see someone else's followed posts (which are actually private to anyone). Thus, I agree, I don't see why saved posts can't be seen by mods. Commented Sep 13, 2022 at 15:21

Plus, with the introduction of more badges, there might be badge fraud. (I don't know what type of person would have 25 or 100 accounts for this, but I can't be surprised by anything anymore.)

@Laurel I have seen at least one that did it already...

There was a user request for private content saving and we thought that the more default understanding of "content saved for me" is private.

It should be private in the same sense that followed posts are private. Mods should be able to see it so that they can investigate abuse.

@Salmon_of_Wisdom If a user really wants private content saving they can use a browser bookmark; no one but them will know it is bookmarked. I think mods have a need to be able to see what users bookmark and how they organize them. Maybe hide private notes from mods (like how Strava has a private notes field only the uploader can see for runs or bike rides you upload), but mods at least need to see the ones that are bookmarked and in what lists.
