Yes, we definitely have.

Especially if site authorities will gather enough courage to face the facts, and admit that 90% of site traffic are "Help me fix the code!" questions. And this peer review thing will just move thisthese kind of questions somewhere else, to some another SEStack Exchange site.

Really,

  • we have thousands of people who just need "another pair of eyes"
  • we have hundreds of such eyes, hungry to solve noob problems
  • we have site rules which forbid these two movements

WHY do we have such contradicting rules?

Why not let these poor folks to find each other and feel satisfaction for the solved problem and pride for helping people - instead of feeling guilty? Why not to make everyone happy?

And this peer review thing would make an excellent separator.
