I think 'that' should be 'why' because, "I think X does Y", does in fact assert that the OP thinks X does Y.

Here's an example from just yesterday: Does the python interpreter implicitly use the chinese remainder theorem? A better title might be, "Why is exponentiation followed by modulus so fast when just exponentiation is so slow?"

Aug 12, 2017 at 20:27 comment added user64742 I should point out that if "I think X does Y?" is part of locating a specific bug and you have isolated a small subsection of something inseparable as the potential cause, then stating it as a doubt seems fairly reasonable to me if it's not the main question or goal of the post. For instance, "I think line 5 is where the memory leak occurs?". There's nothing wrong with expressing doubt. It has a time and a place.
