I absolutely hate this.
This is a "feature" aimed at users who have no clue what they are doing. Maybe they don't know that the upvote button exists or what content is acceptable in comments (not that it helps much on that front though). I on the other hand have been here for more than 13 years and wrote over 1000 comments on main in that time, and if I press on "Add a coment", I WANT TO ADD A DAMN COMMENT, not do anything else. What I certainly do not want is that you shove a small popup in my face and require me to click a second time before the comment box appears. What I absolutely never want to do is to create a discussion, because that feature should IMO just be deleted outright. Whoever designed this should choose another profession because this design is actively hostile to experienced users.
So feel free to enable this for new users, mabye up to a certain rep threshold, or using other metrics such as number of well-received comments (Pundit badge) etc. But for experienced users, shoving this into everyone's face equally is just one more step towards enshittification.
