    @Paulie_D To be fair to OP, if they viewed this as a YouTube short at youtube.com/shorts/, the description doesn't display easily. You have to click on the lower part of the video to see it. Commented yesterday

    It's actually from Twin Peaks S3E18 (2017); about halfway through the episode. Fire Walk with Me came out in 1992 and the actor playing Agent Cooper, Kyle MacLachlan, was much younger back then than he is in this scene. Commented yesterday

    I didn't downvote; I actually upvoted. As for the downvotes, some users probably thought the question lacked research because the YouTube video description mentioned a movie name (which was incorrect, as LogicDictates' answer confirmed).
