    what about in the case of a genocide? Vietnam invaded Cambodia, stopped what was the genocide of a million Cambodians under Pol Pot and the Khmer Rouge, but didn't really take it over, just backed a slightly less insane communist government in places of the Maoist madness of the Khmer Rouge...
