    \$\begingroup\$ I think you're reading language into Use Magic Device that's not there. It's not "class, race, and level requirements that prevent you from using magic items"; it just says "on the use of magic items". A restriction on only some uses of the item is still a restriction on its use. \$\endgroup\$ Commented Feb 3, 2020 at 3:20
