Can a warlock attune both a Rod of the Pact Keeper +1 and a Rod of the Pact Keeper +2 Spell Slots?

A warlock character withhas a Rod of the Pact Keeper +1 and a Rod of the Pact Keeper +2: Cancan they attune to the two rods (since, since one is a +1 and the other a +2)?

If they can attune to theboth rods, can they use eachboth to regain a spell slot from each, please?
