When I originally watched Return of the Jedi back in the mists of time, the general sense of the audience was that being dark side was so bad that it just was inconceivable, and the Emperor was trying to start a new clique, essentially. The term "Sith" didn't even exist yet, afaik. So to accept the new spin we have to fire the retcon canon and say/accept "the Emperor wanted whichever of the two was strong enough to defeat the other". Honestly, both versions of the story are pretty awesome.
