  • Have you tried turning your firewall off to see if it's the same issue as in this question here? Commented Oct 24, 2012 at 15:21
  • I can't turn the FW off. However, IIS does work on other ports (which are also not in use). I tested IIS on port 70 (which is blocked) and the Web site started (although would not be accessible from outside the server). Commented Oct 24, 2012 at 15:57
