That file is a junction (Windows symlink): dir /a: <JUNCTION> Temporary Internet Files [C:\Users\Chloe\ AppData\Local\Microsoft\Windows\Temporary Internet Files]

On my vanilla Windows 8 Pro only the folder %USERPROFILE%\AppData\Local\Microsoft\Windows\WERis there. I can confirm that the special permissions for ALL_APPLICATION_PACKAGES are indeed "List folder/read data" and "Create folders/append data"
