It's nonsense. ISPs have the right to control their networks as they see fit.
I'm in full support. ISPs are Internet gatekeepers that must be regulated.
I'm in favor of letting ISPs block spam and malevolent traffic, but they should not be able to prioritize any particular type or source over others.
I'm not sure. Isn't it the U.S. Federal Communications Commission's job to monitor that?
