2$\begingroup$ @jymbob At the risk of reviving traumatic memories: the satellite is disguised as an orbital solar station, with the beam used to (oh god it's even worse than I remembered) "focus solar energy on a small area and provide year-round sunshine for crop development". But of course it is a laser weapon with the punch of a cruise missile and can shoot down ASATs (well, the single ASAT the US seem to have). The billionaire is the son of a North Korean general who used gene therapy to become British or something, and somehow made money (secretly?) with blood diamonds.
