    $\begingroup$ If you're sincerely seeking hard science, be aware that the amount of energy needed to induce soil liquefaction on the scale required is dramatically more than the energy needed to crush/explode any building on top of the soil in question, and a device capable of doing so will not be subtle or portable using any known methods.
