Public Law No. 119-21 – formerly known as H.R. 1 or the One Big Beautiful Bill Act – introduces broad implications that affect HHS program operations, strategies, plans, systems, enrollment levels, and funding streams. To help states navigate these complexities, our HHS experts have developed a Client Briefing that summarizes the legislation into a clear, actionable guide. We highlight key impacts across Medicaid, Eligibility, and SNAP and provide a timeline of key activities and compliance dates. We also provide practical considerations to help sequence critical decisions, align governance structures, and execute H.R. 1 requirements efficiently while minimizing program and system-related disruption, risk, and cost. "States across the U.S. are challenged with swift deadlines to implement system and program changes required to comply with this new law," says Sean Kasten, CSG’s Healthcare and Human Services Practice Lead. “CSG is currently supporting six states with H.R. 1 policy analysis and implementation activities. We leverage our policy expertise to help our clients meet these swift deadlines and changes in conditions for enhanced federal program funding.” If you work for a state agency and would like a copy of this briefing, comment below, send us a message, or contact us at info@csgdelivers.com. #HR1 #OneBigBeautifulBill #OBBBA

**TeamCSG Spotlight: Andrea Kempel** Andrea has 14 years of experience supporting healthcare, human services, child support, and education programs. Early in her career, she utilized her bilingual skills as an office specialist in public health and as a speech language pathology assistant in schools. In these roles, she worked directly with students receiving special education services and collaborated with multidisciplinary teams to support the development and implementation of student treatment plans. She later transitioned to a case manager role with Oregon’s Division of Child Support, where she participated in the pilot of Oregon’s modernized child support system. Her contributions included supporting pilot testing activities, conducting data cleansing, reporting defects, and developing new processes and procedures. Andrea then spent four years with the Oregon Department of Human Services, serving as both a lead case manager and an operations and policy analyst. During this time, she supported implementation activities for Oregon’s electronic visit verification (EVV) system for Medicaid providers and contributed to planning for the future Medicaid Provider Enrollment and Maintenance System modernization initiative, as well as other HHS IT systems. Andrea joined CSG in 2022 and has spent more than three years as a business analyst providing quality assurance services for Illinois’ Child Support Automation and Innovation for Modernization project. She reviews data conversion, system testing, training, and project deliverables for quality and conformity with project standards, and identifies and monitors project risks. Andrea says, “Throughout my career, whether working directly with families, providers, or program teams, I’ve been motivated by the opportunity to improve how services reach people. I enjoy being part of complex modernization efforts where collaboration, thoughtful processes, and new technology can ultimately help communities access the supports they need.” Thank you, Andrea, for your dedication to improving public sector programs! From managing cases on the front lines to contributing to major IT modernization initiatives, we appreciate the expertise, commitment, and passion that you bring to advancing health and social services programs. #ChildSupport #PublicSectorIT #TeamCSG #SocialWorkMonth #SWMonth2026
