Here’s a unique insider perspective on the reasons behind the IMO member states’ decision to postpone the Net-Zero Framework by a year. I had the privilege to interview Harry Conway, who has chaired MEPC meetings since 2022, to reflect on the outcome of the extraordinary session last month. He told me that the delay cannot be solely blamed on pressure from the United States, and countries’ voting decisions were primarily driven by economic concerns. Dr. Conway pointed out that some IMO member states that have switched their positions and voted for the deferral “are countries that cannot easily be pressured or bullied by the U.S.” Instead, he believes that a top challenge has been the difficulty for countries to fully comprehend the impact, on their fleets and economies, of the IMO Net-Zero Framework, which includes a GHG pricing mechanism but also revenue distribution to reward low-emission ships and support a just and equitable transition in developing countries. He invited countries to undertake their own assessments of the impacts of the framework in their individual national context. “If you have such understanding, no matter how much somebody threatens you or what not, you will be in a position to make an informed decision and not make a decision out of fear,” he said. I also spoke with Tristan Smith, Professor at the UCL Energy Institute – he, too, identified doubts around the costs and potential benefits of the IMO Net-Zero Framework as one of the reasons that led to a majority of IMO member states voting to adjourn the extraordinary MEPC session last month. Professor Smith argues that the United States’ pressure “exploited countries’ vulnerabilities” – self-interest in the case of petrostates, and for others, a lack of understanding about the implications of the framework for their economies. Those hoping for the Commission to give more details on the AI Act's template on model training data were disappointed, as only aggregate data on the feedback received was presented. The discussions on the template will continue, including at the political level, and the intent is still to publish it by Q2. The template will be published in an annex to the Commission's upcoming guidelines on the AI Act's GPAI rules. https://lnkd.in/eGR-BGgy
