Girls playing jacks at school, Springfield, MA, 7/13/1937.

Image description: Five middle-school-aged girls and an adult teacher stand outdoors at a narrow table made from a plank and sawhorses. Each girl is holding a ball and looking down at jacks in front of them. Fashion-wise, all of the girls have bobbed hair held back with barrettes, and are wearing either long trousers or a romper. Most of their outfits have at least a bit of a nautical theme. The teacher is wearing a long floral dress and a headband.

The Children's Charter was adopted as a set of national goals by the White House Conference on Child Health and Protection in 1930, and published on 4/7/1931. 

Rights included health care, education, and a home.
