Heads up, I've adjusted the header name for the driver specific build
flags to change deprecate to remove, matching the body of the proposal.
I suspect it probably won't change people's opinions on the matter, but
I'd like to be clear. I have not changed the vote names since I don't
know if that will break the existing polls. The body remains the same.
