The voting stage is described in step 6 of the How-To here: https://wiki.php.net/rfc/howto

There's no separate page, you just edit the attributes on the voting widget tag. You can see
how it looks on the two RFCs that are currently "in voting" on the RFC index: https://wiki.php.net/rfc
