Assuming you're referring to a proposal pertaining to PHP, then telling us
what your proposal actually is would be a good start. You should also take
a look at our RFC process:

If, on the other hand, you're just trying to use this list to sell your web
design services (as your signature seems to suggest), then this is not an
appropriate venue for that.
