i915: Update MTL DMC to v2.16
There were some releases of MTL DMC since the last update. We are
updating to v2.16 here, but see below release notes for each release.

1. Bug fix for Debuggability DCN.
Release notes for v2.15:
1. Bug fix for HRR.
Release notes for v2.14:
1. Fix for HRR feature.
