[codex] Update planning test gates

Summary

• Make client.zcash_display_address() support account/path-only calls so real callers can use the device-derived Zcash address path without bypassing the public helper.
• Add an active device-derived Zcash display-address integration test through the public helper and assert the returned Orchard-only UA matches the known all-all-all account-0 vector.
• Keep host-supplied FVK coverage active with the real UA vector, including the wrong-FVK rejection regression test.
• Move EVM clear-signing and related blind-sign policy test gates to firmware 7.15.1.
• Update the generated test report planning section to match the 7.15.1 target.
