Todos #4

This is a list of things that probably should be fixed but aren't a priority. If you're new here, this is a great place to start.

Todos:

• Find some way to prevent compilation if precompilation is happening, but still allow multiple precompilations at the same time (maybe using mutex)
• Replace CheckFatal macro in GILBuildEngine with exceptions
• Refactor AddRegionToVector function in Compiler.cpp
• Refactor Compiler.cpp so the "Main" region is one continuous region
