Upgrade groovy-templates and fix scope.

Make generated output have deterministic order.

The processor was mixed into the core rwx module and pulled in groovy-templates as a dependency even though it was not required.

@jdcasey https://github.com/release-engineering/kojiji/ uses RWX and I think Indy does as well. This change simplifies the dependency tree to avoid bringing in older dependencies (e.g. groovy). I don't know how Indy uses it. I am ok with these changes.

This one is just a refactor to move the anno proc to build-time. The pom version change was in #56.

Upgrade groovy-templates and fix scope.

Make generated output have deterministic order.
