Improve some first time setup items

Description

• In 1.50.0 we added a new First Time Setup wizard, as well as some dashboard and navigation items to support it. This setup wizard is being shown after an upgrade of an existing, configured system. This was unintentional, and the First Time Setup assets should only be shown in new installations.
• The first time setup wizard has a summary panel that contains copy/pastable configuration for some of our quickstarts. The 1.50.0 release contained configuration for the React quickstart that corresponded to a previous version of the quickstart. The current version of the quickstart uses an updated method for configuration, and the sample config in the first time setup summary is now incorrect. Update the summary config example for React to use the new method of configuring the quickstart.
