In the FusionAuth admin UI, replace long lists of action buttons with a dropdown

Problem

In the 1.50.0 release we added support for OAuth scopes. This added another icon button to the already long list of icon buttons in the Applications view. This many buttons is hard to visually parse, and that makes the view harder to operate in.

Solution

Replace lists of action buttons with a dropdown menu of actions. This will apply to all "index" pages that list items and include a column of action buttons, where more than one button may be visible. Index pages that only have a single possible action per row will continue to use an icon button.

Alternatives/workarounds

Continue to use the long lists of buttons (esp. on the Applications page), cumbersome as they may be.
