Make improvements to webhook event log retention

Problem

The webhook event log can accumulate a lot of data in busy systems. Make the management of these log entries more flexible and more performant.

Solution

Make the following changes

• Default log deletion to be on
• Use a relatively aggressive retention period by default
• Improve performance of log record deletion
