chore: release v0.4.4 — win-icon feature flag and CI improvements

- Add win-icon feature flag to avoid winres conflicts with Tauri (#2)
- Make winres an optional dependency behind win-icon
- Auto-publish to crates.io on release tags
- Create GitHub release before crates.io publish
- Use CARGO_REGISTRY_TOKEN env var (replaces deprecated --token)
