This updates the help docs links called out in #264.\n\n- Switched the relevant help-page references from http to https\n- Updated out-of-date APG table/grid links to current pattern pages\n- Replaced the old id attribute link with the WHATWG HTML Standard\n- Updated heading guidance so it no longer says a default level 2 is assumed\n\nI left sitemap namespace/schema URIs unchanged since those are protocol namespace identifiers, not web links.
