multi-instance-and-device-test and feature-filter-test link against cli-utils, so configuring with -DFOSSILIZE_CLI=OFF failed to build.

multi-instance-and-device-test and feature-filter-test link against cli-utils, which only exists when FOSSILIZE_CLI is on, so configuring with -DFOSSILIZE_CLI=OFF and tests enabled failed to build. This moves both tests under an
if (FOSSILIZE_CLI)block. Checked with MSVC in both configurations, and ctest passes in each.
