NIFI-16148 Align Parameter Context Update Authorization

Summary

NIFI-16148 Updates the ParameterContextResource class methods responsible for updating Parameter Context values to use the same shared method for authorizing operations on the Parameter Context itself and affected Components. Although the updateParameterContext() method verifies and limits updates to stopped components, it should use the same authorization semantics as the multiple-operation submit request approach.
