Summary

Move Unreleased notes into ## [0.3.8] - 2026-08-28 so scripts/release.sh 0.3.8 can cut the release.
Leave ## [Unreleased] empty for the next cycle.

Test plan

Confirm only CHANGELOG.md changed
Confirm held PRs Harden macOS release signing and notarization #708 / Add Harbor adapter that wraps headless Corbits exec #687 / Add /context-size command to set context window for local providers #696 are not mentioned in the 0.3.8 section
