Adds a self-hosting tutorial for deploying Directus as a Node application on PandaStack, backed by managed PostgreSQL, and lists PandaStack on the self-hosting hub page. Fills the gap for a pure npm/Node PaaS deploy (the existing PaaS guides are Docker/blueprint based).

Why
The existing self-hosting tutorials here are Docker/blueprint or raw-VM based. This one covers a pure npm/Node PaaS deploy: PandaStack runs Directus as a Node application from a Git repository, backed by managed PostgreSQL. It's closest in shape to the Railway and Render guides.

The full flow was tested end to end on Directus 12.2.0:
