Reduce run provisioning pipeline processing latency

Part of #3920

Remove artificial processing delays on run SUBMITTED->RUNNING path:

• Running job PROVISIONING->PULLING fetch delay
• Submitted job instance assigned -> job provisioned fetch delay
• ~5s min_processing_interval delay before run goes to RUNNING after job goes to RUNNING.

These transitions now take few milliseconds instead of hundreds of milliseconds or seconds.
