To avoid a big pull request, we split the initial commit to several commits and lead to the image may not be built successfully until the whole initial commits are merged.

It's ok if the other PRs contain commits from this PR.

For example:
PR #1 -> commit 1
PR #2 -> commit 1 & commit 2
