Some items have multiple LCCNs with prefixes incorrectly stripped #6868

Description

@hornc

Many editions have multiple LCCNs, one with a alpha prefix, and one with the alpha prefix stripped.
The stripped prefix is necessary, so one of the ids is incorrect, eg:

https://openlibrary.org/books/OL24862199M/Address_and_poem_delivered_..._Oct._27_1858?_compare=Compare&b=9&a=8&m=diff

This will cause false positive matches when linking and importing items.

TODO

  • Use data dumps to check how many editions have this problem
  • (assuming the problem is not too common:) bot fix the data
