Closes #8343 @mekarpeles doesn't intend to set this up as a cron for now, too brittle, but it seems sufficient to manually run every few months and easy enough to cronify

This was was last run through 2025-04-21 (any maybe should be run again ~Oct)
Also, we need @ximm to help us add dark scope to the s3 keys mentioned (as we were using a different s3 set as a work-around to run this script)
