feat: add project endpoints to OpenAPI spec

Summary

• Add Project CRUD endpoints (GET/POST /v1/namespaces/{id}/projects, GET/PATCH/DELETE /v1/projects/{id}) to the OpenAPI specification with full Project schema, request bodies, and OAuth scopes
• Regenerate server code and frontend client code
• Add skeleton ProjectController wired into the HTTP server

• oapi-codegen completes without errors
• go build ./... compiles successfully
• Frontend client generation completes without errors

Added the DCO sign-off to the commit, accepted the DCO checklist in the PR description, and confirmed the branch is current with upstream main. Local non-container tests pass; Docker-backed integration suites require a running Docker daemon, so CI will provide that verification.

Fixed the new Backend Lint failure by marking the intentionally unused parameters in the not-yet-implemented controller stubs as _. The focused HTTP transport tests and go vet pass locally. The remaining Vercel failures are authorization checks for the Opcotech deployment account and cannot be satisfied from a contributor fork.
