The flushing of the observation data was broken, occurred only when not full, so once full it was stuck. Implement the carrier-phase computation, when the pseudorange becomes available. It had been leaving the partial carrier-phase.

Rebasing #471 which was entangled with other proposals. Guess this was not used as it was not complete, but might as well get it working.
