Hosts the target-independent pieces of code generation:

Per-ISA codegen (sw-ibm1130-codegen, sw-cor24-codegen, etc.)
implements Backend and supplies its instruction-selection patterns,
target-specific peepholes, and intrinsic lowering.
0.1.0 skeleton. Sub-modules are stubs; real implementations land
during IBM 1130 bring-up (gen-isa saga foundation-and-1130-bringup,
steps 9-11).
